Shenzhen aims to build a logistics center with significant global influence, with the core task of establishing an international shipping hub, an international aviation logistics hub, and an international supply chain management center. It should highlight international elements, focus on logistics functions, and strengthen the central role.
The logistics industry is a fundamental, strategic, and leading industry that supports and safeguards the development of China's national economy and society. It has important strategic significance in ensuring the safety and stability of the industrial and supply chains, supporting high-quality economic development, stabilizing the macroeconomic situation, and helping to build a new development pattern.
In recent years, the Party and the state have attached great importance to the development of modern logistics industry. The report of the 20th National Congress of the Communist Party of China pointed out the need to build an efficient and smooth circulation system and reduce logistics costs. In December 2022, the General Office of the State Council issued the "14th Five Year Plan for the Development of Modern Logistics", proposing that by 2025, a modern logistics system that is adapted to supply and demand, connected internally and externally, safe, efficient, intelligent and green will be basically established.
Shenzhen has the foundation, conditions, and ability to build a logistics center with significant global influence
Positioned as an international comprehensive transportation hub city, Shenzhen has a relatively complete logistics infrastructure and strong logistics service capabilities, with the foundation, conditions, and ability to build a logistics center with significant global influence. In 2022, the container throughput of Shenzhen Port exceeded 30 million TEUs, becoming the fourth port in the world to surpass 30 million TEUs annually, following Shanghai, Singapore, and Ningbo Zhoushan Port. The coverage of the Guangdong Hong Kong Macao Greater Bay Area combined port system continues to expand, the Xiaomo International Logistics Port has achieved port operation, the Mawan Smart Port has achieved leapfrog development from a traditional terminal to a smart terminal, the "Shenzhen Kashgar" train has been running steadily and regularly, and the number of China Europe trains operating in the "Bay Area" has steadily increased. The international cargo route network of Shenzhen Airport covering four continents is constantly improving, and the cargo and mail throughput has increased from 1.126 million tons in 2016 to 1.507 million tons in 2022, ranking third in China. In July of this year, Shenzhen, a production service-oriented national logistics hub, was selected for the list of national logistics hub construction in 2023. Shenzhen has become a carrier city for four types of national logistics hubs: commercial and trade service-oriented, airport oriented, port oriented, and production service-oriented. As one of the national demonstration cities for supply chain innovation and application, Shenzhen has gathered a group of supply chain service enterprises. According to the "Three Year Action Plan for Accelerating Supply Chain Innovation and Development in Shenzhen (2023-2025)", Shenzhen will become a demonstration highland for supply chain innovation and application in the future.
Building a globally influential logistics center in Shenzhen requires anchoring three core tasks
Shenzhen aims to build a logistics center with significant global influence, highlighting international elements, focusing on logistics functions, and strengthening the central role. Global "has defined the scope of construction, which means looking at the world with an international perspective and vision, creating a business environment that is in line with international standards, gathering international professional talents, cultivating world-class logistics enterprises, and actively participating in global logistics and supply chain competition. Logistics "clearly defines the construction content, and its core industry connotation is logistics. It should rely on Shenzhen's perfect transportation and logistics infrastructure, serve the" 20+8 "industrial cluster in Shenzhen, and continuously build a modern, intelligent, and low-carbon logistics industry system. The "center" clearly defines the construction goals, which means having visibility, influence, and discourse power in the global logistics and supply chain fields. Therefore, we should pay attention to and continuously strengthen Shenzhen's organizational, management, and resource allocation capabilities in the global logistics and supply chain fields, develop a hub economy, and build a hub node.
Shenzhen aims to build a logistics center with significant global influence, with the core task of establishing an international shipping hub, an international aviation logistics hub, and an international supply chain management center.
Firstly, we need to strengthen the hub function, enhance international shipping competitiveness, and create an international shipping hub. As a "hub" connecting the international and domestic cycles, ports play an important role in the construction of national logistics hubs and are also the main guarantee for supporting China's industrial participation in the global industrial chain and value chain division of labor. To build an international shipping hub in Shenzhen, firstly, we need to strengthen the construction of port infrastructure and improve the supporting land services in the rear. Enhancing the navigational capacity of Shenzhen Port, with a focus on the entry and exit capabilities of large vessels in the western port area. Accelerate the construction of the eastern operation area of Yantian Port, consolidate and enhance the preferred port status for ultra large ships in South China. Optimize the highway port network, strengthen the control of supporting land for rear ports, and explore the intensive and composite utilization of space. The second is to increase the proportion of water transfer and further promote the integrated port system in the Greater Bay Area. Continuously improving customs clearance efficiency, promoting the combination of waterway and port special line barge liner transportation, and advancing the "barge ship" transshipment business. Support enterprises to increase their expansion of the Xijiang and Beijiang transshipment markets, and assist in the development of river sea intermodal transportation. Deepen the construction of the integrated port system with Shenzhen Port as the core, and further expand the coverage of integrated ports in the Guangdong Hong Kong Macao Greater Bay Area. The third is to vigorously develop multimodal transportation and continuously enhance its radiation and influence both domestically and internationally. Accelerate the renovation and expansion of Pingyan Railway. Focus on major source regions such as Guangxi, Jiangxi, and Hunan, explore potential source hinterlands such as Yunnan Guizhou and Sichuan Chongqing, and enhance the radiation range of inland ports. By carrying out end-to-end logistics services in the hinterland, we continuously improve the stickiness of cooperation with the hinterland. With the help of the "Bay Area Code" China Europe Train and the "Shenzhen Kashgar" Train, explore the construction of the "the Belt and Road" sea rail intermodal corridor. The fourth is to strengthen cooperation between Shenzhen and Hong Kong, based on port logistics and supply chain services, actively develop high-end characteristic shipping services, and achieve high-quality development of the port and shipping industry. Focusing on container logistics, we will develop new business models such as roll on/roll off logistics, cold chain logistics, transit consolidation, and cross-border e-commerce. Strengthen the linkage between Shenzhen and Hong Kong ports, and promote the implementation of a combined operation mode in areas such as infrastructure, port and shipping information, and business operations. Accelerate the gathering of international and high-end shipping industry elements, cultivate and develop shipping financing, shipping insurance, shipping settlement, shipping material leasing, ship trading, and shipping arbitration, create a shipping service headquarters economic cluster, and continuously enhance international shipping competitiveness. The fifth is to actively build a globally leading smart and green port. By comprehensively utilizing the new generation of Internet of Things, artificial intelligence, 5G, blockchain and other technologies, we will accelerate the application of technologies such as remote control of gantry cranes and unmanned trailer driving, and build a digital platform for Shenzhen Port and Shipping Logistics to achieve the interconnection and sharing of port and shipping logistics data. Accelerate the green and electric transformation of port shipping logistics equipment and production operations. Seize the opportunity of rapid growth in LNG shipping demand brought about by the transformation of the global energy system, and vigorously develop LNG refueling.
Secondly, we need to build a global air cargo network system and create an international air logistics hub. Air logistics, with its high timeliness, high added value, and high safety, has become an important guarantee for the development of airworthiness industries such as advanced manufacturing. According to statistics, air cargo volume accounts for 1% of the total global trade volume, but the value of goods accounts for 35% of the total global trade value. Shenzhen is building an international air logistics hub by accelerating the improvement of its logistics network. A global air logistics network is a prerequisite and important support for the development of air logistics. On the basis of encrypting and consolidating existing intercontinental full cargo routes, strengthening passenger belly cargo capacity, further expanding intercontinental full cargo express routes, especially opening international full cargo express routes that match the import and export needs of Shenzhen's "20+8" industrial cluster. The second is to vigorously cultivate operational entities. On the basis of supporting the existing major base airlines to grow and strengthen, we will vigorously promote the three major domestic airlines, as well as the three major international express delivery companies UPS, DHL, and FedEx, to increase their capacity investment, actively introduce and cultivate various entities such as internationally renowned air logistics enterprises and air freight forwarding enterprises. The third is to build an aviation industry cluster. According to the spatial layout concept of "port industry city", fully utilizing the policy advantages and development space of Qianhai Shenzhen Hong Kong Modern Service Industry Cooperation Zone, Bao'an District and other regions, with aviation logistics as the core, focusing on the development of advanced manufacturing industries such as integrated circuits and biomedicine, as well as modern service industries such as international exhibitions, cross-border e-commerce, headquarters economy, aviation training, etc., to create an aviation industry cluster with Shenzhen characteristics, led by "airworthiness advanced manufacturing industry+aviation modern service industry". The fourth is to focus on carrying out internal and external cooperation. Implement the "Comprehensive Deepening of the Reform and Opening up Plan for the Qianhai Shenzhen Hong Kong Modern Service Industry Cooperation Zone", actively carry out cooperation in air logistics between Shenzhen and Hong Kong, focus on the interconnection of air logistics data, cross-border rapid customs clearance, and promote the coordinated development of airports in the two places. Actively assisting the country in promoting high-level opening up to the outside world, leveraging the development needs of key industries such as express delivery and cross-border e-commerce to "go global", and actively extending the overseas air logistics service network. Fifth, actively develop the low altitude economy. Relying on various scenarios such as smart logistics, air transportation, cultural and sports tourism, public services, and industrial applications, we will accelerate the construction and improvement of low altitude economic infrastructure projects and industrial innovation carriers, attract and cultivate high-quality low altitude economic industry chain enterprises, and accelerate the construction of the entire low altitude economic industry chain, including research and development, manufacturing, operation, service, and guarantee.
The third step is to take the lead in experimentation, be brave in innovation, and build an international supply chain management center. The report of the 20th National Congress of the Communist Party of China pointed out that efforts should be made to enhance the resilience and security level of the industrial and supply chains. As one of the first national demonstration cities for supply chain innovation and application, Shenzhen's efforts to build an international supply chain management center are of great significance in promoting high-quality development of the manufacturing industry, boosting foreign trade, and ensuring the security and stability of the industrial and supply chains. Shenzhen is building an international supply chain management center to promote the deep integration of logistics and manufacturing industries. Encourage logistics enterprises to deeply integrate into the entire process of inventory management, "online logistics", and supply chain integration services of manufacturing enterprises in the "20+8" industrial cluster in Shenzhen, and provide integrated, digital, and "embedded" supply chain solutions and delivery services. Support logistics enterprises to expand their service network, extend their service chain, transform and develop towards supply chain enterprises, and improve their service level to manufacturing enterprises. The second is to gradually enhance Shenzhen's global resource allocation capability for bulk commodities and electronic components. By leveraging platforms such as the Qianhai Joint Trading Center, and fully intervening in the supply chain of bulk commodities and electronic components industry, relying on market size and industrial foundation, gradually enhancing Shenzhen's global discourse power in bulk commodities and electronic components, better ensuring the stability of Shenzhen and the national industrial chain supply chain, and enhancing the resilience of foreign trade development. Third, guide the overseas layout of the supply chain and actively participate in the construction of the "the Belt and Road". Encourage Shenzhen supply chain service enterprises and manufacturing enterprises, trade enterprises, cross-border e-commerce enterprises, etc., focus on the "the Belt and Road" co construction countries, RCEP countries, ASEAN and EU countries, and achieve "group going out" through flexible and diverse investment models or business cooperation models. The fourth is to focus on the construction of digital scenarios in the supply chain field. Guide supply chain industry enterprises to use new technologies such as big data, blockchain, AI, etc., to empower the specific business scenarios of Shenzhen's "20+8" industrial cluster and create a "digitalized" supply chain. Fifth, fully leverage the resource advantages of state-owned assets and enterprises to assist in the development of Shenzhen's supply chain. Fully leverage the transportation infrastructure, warehousing and logistics facilities resources, as well as brand, business, and financial advantages of Shenzhen's state-owned enterprises at home and abroad, and empower Shenzhen to accelerate the construction of an efficient and convenient supply chain service system through market-oriented means.
