Recently, Beijing issued the "Implementation Plan for Effectively Reducing Logistics Costs in the Whole Society", which proposes 16 measures in five key areas including improving cargo transportation capacity, improving logistics infrastructure network, enhancing urban distribution services, strengthening enterprise services and management, and promoting innovation driven development.
In terms of improving the transportation capacity of goods, the "Plan" points out that Beijing will strengthen the construction of airport type national logistics hubs, actively expand international routes, encourage air cargo enterprises to develop all cargo aircraft transportation business, support the establishment of cargo bases, and open up all cargo aircraft scheduled international routes. Improve the efficiency of highway freight transportation and strengthen the interconnection and sharing of freight vehicle information. Promote the construction of the outer loop of railway freight transportation and optimize the functions of marshalling yards, and improve the structure of the Beijing railway hub freight transportation system.
In terms of improving urban distribution services, the "Plan" points out that Beijing will expand the freight function of newly built suburban railways, expand the scope of logistics distribution pilot routes during non peak hours of urban rail transit, and explore the operation of logistics distribution special trains. Better support for end of pipe delivery, encourage the establishment of building distribution centers to achieve unified receiving and distribution, and encourage rural postal, commercial and other network facilities to expand logistics service functions. Plan and set up parking spaces for unmanned delivery vehicles.
The plan also mentions that Beijing will promote the application of technologies such as big data, 5G, and BeiDou satellite navigation system, and develop "artificial intelligence+modern logistics". Promote the digital transformation of traditional logistics infrastructure, accelerate the development of new facilities such as smart highways, smart logistics hubs, and smart logistics parks. Promote technology and equipment such as unmanned vehicles, unmanned warehouses, and unmanned loading and unloading.
In addition, the Plan proposes that Beijing will promote the integration and innovative development of advanced manufacturing and modern logistics industries. Strengthen industrial cooperation among the Beijing Tianjin Hebei region. Encourage large logistics companies to expand their international supply chain services. Support private logistics enterprises to participate in the construction of modern logistics systems.
